At its first regular meeting of 2026, on Jan. 5, the Las Virgenes-Triunfo Joint Powers Authority (JPA) elected Andy Coradeschi as chair of the JPA Board of Directors, succeeding Leon Shapiro, who began his term as chair in January 2025. Triunfo Water & Sanitation District Chair Carl Jarecky will serve as JPA Vice Chair.

Coradeschi serves as Division 2 director and president of the Las Virgenes Municipal Water District (LVMWD) Board of Directors. Shapiro serves on the JPA Board as a director representing the Triunfo Water and Sanitation District (TWSD).

The JPA was established in 1964 to provide wastewater services for the growing Las Virgenes-Conejo region. In 1972, the JPA put in place one of the area’s first recycled water pipeline systems to irrigate public outdoor spaces, including parks and golf courses. In 1994, the JPA built the Rancho Las Virgenes Composting Facility, where biosolids from the Tapia Water Reclamation Facility are converted into free, safe and nutrient-rich compost for the region.

To prepare for long-term challenges facing California’s water supply, the JPA is moving steadily forward with the Advanced Water Purification Facility (AWPF) in Agoura Hills, a regional initiative aimed at strengthening resilience to future water shortages. The facility, scheduled to start construction in spring 2026, will provide advanced treatment to recycled water, resulting in water that meets or exceeds drinking water standards.

That long-term vision is reflected in the leadership guiding the project forward.

“As both a ratepayer and the new chair of the Las Virgenes-Triunfo Joint Powers Authority, I am honored to serve,” said Chair Coradeschi. “With the construction of this new Pure Water Project Las Virgenes-Triunfo facility, ratepayers will have a local source of water for the first time ever.”

The AWPF represents not only a new facility, but the culmination of decades of regional cooperation. After more than 60 years of collaboration between the two organizations, the AWPF will be the largest infrastructure investment in the JPA’s history. It follows more than a decade of research and planning, creating a tailored solution to the unique needs of local communities and addressing future challenges. That legacy of partnership remains central to the project’s success.

“The Las Virgenes-Triunfo Joint Powers Authority continues to exemplify the power of regional collaboration in addressing our water future,” said JPA Vice Chair Carl Jarecky. “Through the partnership between Triunfo Water and Sanitation District and Las Virgenes Municipal Water District, we are making significant strides on the Pure Water Project, a transformational initiative that will enhance water independence and sustainability for generations to come.”

The Pure Water Project itself grew out of years of careful study and coordination. The project originated with a 2015 stakeholder group, consisting of board members, subject matter experts, non-government entities and representatives from city, state and federal agencies to address the challenges faced by recurring droughts and water shortages. The start of construction for the AWPF will be a major milestone for the Pure Water Project in 2026. Recent progress has positioned the JPA to move confidently into the construction phase.

“2025 has been a pivotal year for the Las Virgenes-Triunfo Joint Powers Authority, and it has been my honor to serve as its board chair during that time,” Director Shapiro said. “Staff and board directors met regularly with local, state and federal elected officials to ensure the JPA’s goals to provide reliable wastewater services and long-term water sustainability had their backing and approval. Our Pure Water Project, which will provide up to 30% of our communities’ drinking water, achieved significant goals. We finalized both state and federal funding for the project, and in December the board accepted the final design for the AWPF. All of this will culminate in the groundbreaking for the AWPF in spring 2026. I am pleased to turn over the board chair duties to Andy Coradeschi, who will continue to steer the JPA into our sustainable future.”
